PRINCIPAL

Mr. Robert K. Mansfield is the owner and principal consultant for Buffalo Geological Consulting. He has 30 years experience as a professional geologist in the dual disciplines of environmental hydrogeology and petroleum exploration. His principal expertise is in the nature and dynamics of earth fluids: water, oil and gas. His current work focuses on the environmental sector with emphasis on groundwater related issues.

He served as the Professional-in-charge of project preparation, logistical planning and field implementation of a Phase II remedial investigation and feasibility study (RI/FS) extending over two years at the Nellis Air Force base in Las Vegas, NV. This million dollar project included hiring, supervision and coordination of a large technical and drilling field staff; planning and report preparation; site characterization at 16 sites including JP-4 tank spills, solid waste and radioactive disposal sites. 

He was the senior hydrogeologist for a geologic assessment of the San Fernando Valley Ground Water Basin during a multiple CERCLA Superfund site project.  He created the conceptual geological framework for groundwater flow and contaminant transport computer models for the San Fernando Valley ground water basin. 

As consultant to an independent oil refinery in  Martinez, CA., his responsibilities included: characterization of free petroleum product in soil throughout the 2000 acre refinery site; design of experimental 'bench scale' free product characterization and remedial techniques; RCRA Facility Investigation (RFI) negotiations and RFI Workplan creation for twenty-one Waste Management Units (WMU); emergency spill response and remediation; soil boring and well installations; RCRA impoundment hydrogeological assessment; creation of a database management system for over 15,000 groundwater analytical results which provided a framework for data retrieval, statistical calculations and trend analysis.

He consulted for a major California-based chemicals manufacturing and distribution client.  Responsibilities included: preparation of hydrogeologic regulatory reports and maps; a Level II environmental site assessment; negotiations with the EPA leading to preparation of RCRA Facility Assessment (RFA) Report consolidating and summarizing over 10 years of RCRA related investigations and feasibility studies. 

Mr. Mansfield has a degree in Geological Sciences from the University of Buffalo, Buffalo, New York. He is a registered geologist in California, Oregon and Washington and a member of various professional societies.  He holds both an Airline Transport Pilot and Flight Instructor certificates and served on active duty as an officer in the United States Marine Corps.
